However, I propose that corruption should be lessened the longer you stay in one particular form of government.
The idea being that there will always be substantial amounts of corruption or mismanagement after a time of upheaval. So whenever you change government and experience anarchy, there will be a time of settling in after anarchy has subsided. Therefore, once the chosen form of government has had the chance to establish itself and the general population, institutions and bureaucracy of a given empire have all had the opportunity to adapt and accommodate such changes, the degree and effect of corruption should be reduced with time.
