I don't much care for the fact that the UN is only used for diplo victory. Therefore, I will propose a more detailed UN model. Firaxis probably won't care, but that doesn't stop most of the posters here.
Starting the UN
When the UN is built, the following civs become members:
- Anyone with >25% of the world's land, population, wealth, or total culture
- The top civ in each of those categories (i.e., if no one has 25% of culture, the one with the most gets in)
- The two most advanced civs
- The guy who built the UN
Now, the actions it can take...
Political/Social
Accept new member - allows a new civ into the UN
Kick out member - civ cannot return for 10 turns
Impose trade sanctions - strips target of UN membership (if any), forces all UN members to declare embargo on target, lasts for 10 years
Remove sanctions
Declare rogue state (2/3 vote required) - Declares target a threat to global security. Sanctions are imposed on any civ that has a right of passage or MPP with the rogue state. The target loses a singificant amount of commerce because UN members are barred from any trade with the rogue state. UN members may attack and spy on the target civ without penalty (but not nuke it without permission). Lasts indefinitely.
Cancel rogue state - target is upgraded to trade sanctions
Condemn war - Declares that war is not an acceptable means to an end. Sanctions are automatically leveled on any civ that attacks others (defending against an agressor by taking border cities is okay), except in an official UN capcity.
Condemn espionage - Levels sanctions against any civ caught using spies, except against an agressor or in a UN capacity.
Condemn nukes - Any civ that uses nukes, except against an agressor or in a UN capacity, is declared a rogue state.
Condemn opression - Any civ that uses martial law for more than 3 turns in a city (except a city won from an agressor or in a UN capacity) is stripped of UN membership. If civs extensively use martial law, sanctions are imposed.
