This mod limits the amount of settlers each civilization can train. The limit, which defaults to 4, can be altered in the extended game setup and counts for every civ in the game, no matter if human or AI. As soon as the limit is reached the civ gets a free national Wonder automatically built in its capital: The House of Eternal Unity. It increases the border expansion by 50% and the city population growth by 25% in every city of the player. You should add some more opponents to the game depending on the settler amount to make the game more interesting. Otherwise there's too much blank space on the map.

A player can of course have more cities than the given limit, e.g. by capturing foreign settlers, taking other cities or building the Statue of Liberty (and getting free settlers). It is on purpose that settling new cities is still possible even if you can't train more settlers any more.

Attention: This has not been tested with other mods and neither in multiplayer.

Unfortunately I was not able to implement art or a wonder movie yet. I'm new to modding and still not there to get it working. So help is very welcome. Nevertheless I wanted to release the mod right now and will update it in the future if some people enjoy it.
All in all I would be very happy to get feedback from the community to improve it. Thanks in advance.

I would prefer building tall beeing encouraged than just hardcap limiting the number of settlers. The best thing would actually make both going wide or tall worth, depending on map/starting position/civ and so on

Thanks for your feedback. I agree. But this is very hard to accomplish and even more hard to balance. And there is another aspect to it: It's hardly possible to teach the AI to understand that the two concepts are both valid and to get 'em to decide based on their opportunities. The AI would simply build city for city and human players would maybe even benefit from it. That's why I did not follow that path. But I'm not set in my opinion. Maybe if someone with modding knowledge knows how to handle with all that, we can improve the mod.
 
I know, not only is the change complicated, but every change needs the AI to play accordingly, and that's the worst part.
 
True. As many others, I'm waiting impatiently for a better modding support (API?). Maybe then it will get a little less hard to do such things. ;-)
 
Do you think increasing the specialist bonus form +2 to +3 would maybe help taller cities beeing better?
I am no expert in civ6, just ocurred to me that it might help
 
Any chance you can upload mod here?! I would love to try it, I cannot get it on steam as I don't have it's copy.
