Liberate cities gor declared friend

I had a declared friend AI, who lost her city due to a rebellion and lost. By lost, I mean, completely gone. That was her last city. So, I reclaimed it and returned it to her, bringing her back into the game.

Now, she is no longer a friend and declare friend option is missing.
