So last night I captured a conquered city-state, figured I'd liberate it for the faith bonus and this happened:
For reference, both of my warriors, the archer south near Edfu and my spearman were next to the city, one of the warriors captured the city.
Apparently how it worked upon liberating the city is:
-First the units immediately adjacent to the city get teleported off in random directions. This mechanic is severely broken. The spearman getting teleported across the lake is incredibly annoying but understandable. The archer getting teleported into enemy territory when there are 2 neutral tiles just as close (3 if you count the one across the lake) just should not happen. The real kicker though is the warrior that got teleported north next to Iwnw. He moved 3 tiles, past 2 enemy units, and into enemy territory next to a city and another two units, when there were three different unoccupied neutral tiles that were only 2 tiles away.
-Next the unit who captured the city gets teleported 2 tiles out, within the territory. This seems silly but is not necessarily a problem (only in this case due to very unfortunate positioning of the enemy archer).
-Units who are within the city state territory but two tiles out from the center, are fine and get to stay where they are.
So there are three different effects being inconsistently applied in the same situation. I really don't see why any of the units should have to move, the unit in the city should get pushed out but it should go to the nearest open tile, the rest should get to stay put. But even if they are getting moved around the algorithm that determines where to place them is clearly not working the way it should.
