If and when I put cities next to mountains I would grab the NC there IF it will grow enough to make it viable. What I mean is ofc that the bigger the city is, the more science it will produce. If I have a mountain and can grow my city to a nice enough size then yes, I would place the NC there. Basically all you have to think about is the following: where will I get the biggest boost from it?
