Library with 6 Culture Points.

Anyone would know why I've got a city (the only one) in wich the Library is giving out 6 culture points?

Because it is 1000 years old. Any cultural building that has reached the age of 1000 years doubles its cultural production.

The system for tourist attractions is a bit more broken up. There are 8 conditions instead of just 2. After more than 2500 years you can get up to 14 base commerce points.
