Everything on my PC works again now.
All I did was go back to Amazon.com -- the place I purchased Civ4 prerelease edition -- go to my order, and click to return it. I answered a single question, clicked to submit, printed a mailing label (return postage compliments of Amazon.com) and shipped the whole package back to them.
I figure I should have a refund in less than a week. I'll stick to Civ3 until long past this crap is fixed -- it's going to take quite a bit to restore my confidence in Firaxis again...
