I don't know anybody mentioned that but I find it a bit funny when recently I realize pillaging AI's roads outside their cultural border won't trigger wars. So I basically send a warrior to be the highroad robber and keep sabbotaging their roads. The poor ignorant AI workers are so busy repairing them when the bad guy is actually standing right besides them.

I also find it strange after a war, with some cities razed and some cottages and improvements left out of the cultural border, my units can still pillage them for profit even after a peace deal was done.

That can be big early if you find an AI 2nd city with a strategic resource, but you want to wait few more turns to DoW. Not really an exploit though. I guess it the point is how is an civ to know what is being done to infrastructure in uninhabited land outside their 'influence'

They might know what is happening because trade routes close. Too bad the AI doesn't chop a unit in the 2nd city (with the resource) and put an end to the pillaging.

@gettinfat: I did that frequently on my deity games. It's very serious strategy ...

edit: I observed that AI's tend to expand more slowly when some city is not connected ...
