I am working on a scenario where I want one of the AI controlled civs to be at war with every other civ, but I do not want the other civs to be part of an alliance because I want them to fight among themselves.
The idea is I have a one city civ across the Ocean in the corner of the map. It has an improvement which creates a cruise missile every X amount of turns. I changed the cruise missile to have infinite bombard range and to be an air unit so that it can bombard across the map. I want every X turns for the AI controlled civ to fire the cruise missile at one of the other civs.
How can I ensure that the AI which is across the map will be at war with every other civ?
