had loki cause a city to rebel and then that same civ regained control of the city and the damn'dest thing happened. my loki died and i got the message that they had built loki. is this supposed to happen??

Loki dead ??? Wow ! I never see that.
The only way to kill him is to do a terrible mistake : letting him on tile where there isn't no way out...

I use it like a perfect recon unit, but I never really understand how to use the unrest he creates. Did I miss something ?

Ok, thanks, I understand now :)

By the way, the counter to Loki and Gypsy Wagon are mercenary units. With them you can clean up your cities from those culture mosquitoes even if they owned by your "friend".

i reread the pedia , thanks for the link , and he was working exactly the way he should. the city rebeled. then the next turn , instead of becomeing mine , he went back to being shiam like it was originally. this caused loki to turn over to shiam. i am pretty sure its a bug.

Sounds like a bug.

In the civilopedia (i think) it said that Loki and Gypsy Wagons have positive benefits if placed in your own cities. This didn't work for me with .16.

You are correct, the strategy text for Gypsy Wagons is wrong. They do not have a positive (or any) effect when they are in their own cities.
