I was not aware that Loki could withdraw even when surrounded on all sides. He actually jumped over my troops. Is this as designed?

I read that it's not supposed to work like that but it still frequently does.

I seem to always kill him even with just a single unit if he withdraws into a city or is simply just hiding within a city. I don't know if that's intentional either since the only intended way to kill him is surround him on all sides.

That is quite intentional. The withdrawing even when surrounded might even be intended. When he is sitting in a city is supposed to be the only way to kill Loki.
 
IIRC, as of .33 Loki is completely invulnerable unless he's in a city. Or unless a First Strike gets him.

Now it makes sense. I guess a lot of people missed that change or forgot. But it makes no sense why the AI still garrisons Loki in cities when he's wounded after the way it was changed to post .33.

really? dumb AI :lol: this should be changed imho, it's definitely not intended. and I still think he shouldn't be able to jump over units when completely surrounded.
