hmm. some of the proposed spots have a spacing of 1 (see far up in the north). also doesnt placing a city on a happiness-resource delete the resource? (see north of striders haven)
 
Placing a city on a lux/resource tile does not delete the resource - that is a myth. :)

The cities in the tundra zone are packed so closely because we can never hope to squeeze more than 1 food per tile from their surrounding terrain. Greater spacing would result in many tiles not being worked.
 
I do not see those tundra cities as being a super high priority, but those sites are there in case we do find our expansion stalled in other directions for a while. That area would also serve well as a culture farm if temples and libraries were placed in each of those cities, but again it's really just there for the sake of completeness at the moment.
