Looking for an efficient algorithm for fleet management

Im still dabbling with Gedemon RED and I ve been able to make the boat have a little more common sense in choosing their target.

Im looking for a way to be able to manage fleets instead of single units.

My idea (for now) would be to have a
- fleet type (ex: offensive or defensive) which would primarily define how far the fleet would roam from one of its naval city
- fleet objective (ex: scout/anti-sub, sea superiority, city bombing, land support, etc) for fleet composition and destination
- fleet objective duration

Im still unsure how to handle all of this. Not sure if there are people still browsing through this forum anymore but if someone happen to have a good idea for an algorithm....
