Looking for tactical gameplay input/insights, mod related

It's my suspicion that a significant percentage of Civ fans are also fairly good chess players, or at least went through a chess phase. Perhaps a few of them even got into the less-than-famous Massive Assault Network or its sequel. For those that didn't, MAN doesn't compare to chess in terms of strategy, but tactically it's very satisfying. I've been wanting a more tactical feel to Civ5 for a while and that's a vague statement, so let me try to clarify some of the elements I'm thinking about, though unsure of how best to implement:

*Stronger emphasis on tile/territory control
*Finite units
*More all-or-nothing combat? (maybe very limited unit HP and attack. But how to balance?)
*No fog of war? Map always revealed? Unsure.

I've been slowly, slowly working my way into Civ5 modding, and I'm finally starting to feel moderately productive at it. I'm not ready to begin work on any of this, but I'm moving toward it. It's time for me to nail down what it is I want to do, and for that I need *your insight.*

First of all, is any modding even needed? Am I playing the game wrong or with the wrong settings and missing a great tactical experience that's already there? Are there mods that you play with that you feel improve the tactical nature of gameplay? If some modding could be used, how do the elements I mentioned strike you? How might they ruin the game, how might they improve it?
