Lost Command Bars when going to desktop

I have lost several games (had to go to load auto save) because when I exited to the desktop temporarily or had another program pop-up, then I cannot get the command menus back on the screen when I go back to Civ4. The shortcuts (like for save game) do not work either. Anyone else had this problem??? How did you fix. I hate losing several turns like this.

that behaviour disappeared here after i installed the patch...
now i can restore the game from the taskbar and the controls are there.
