low inde. despite of 100%

Hey all.

I'm currently in a quite serious game of civ:col(12 hours+)
Anyways, we have 6 strong settlements, wherein 100% of our populations support independence. The problem is that we can't declare independence, because it says we only have 32%?!?! How can the average of 6 x 100% be 32%?

You must be talking about 100% RS in your cities. You must have 50% of your total population, including all those units outside cities; soldiers, pioneers, scouts, etc. Find this number by going to F5, All Units - No Profession (cannons, ships, wagons do not count).

To reach 50% overall rebel sentiment quickly you will need to increase your liberty bell production. Either add elder statesmen, or if you are already maxed out create a couple of small colonies with just 3 statesmen and a farmer.
