Luxury happiness

Does anyone understand how luxuries bring happiness to a city, i.e. the number of happy faces appearing next to it? It seems to me that the longer a luxury is provided to a city, the more happiness it generates. Like how culture for an improvement increases over time.

Does anyone have any different observations?
 
I'm pretty sure time doesn't have anything to do with it. The greater the variety of luxuries, the more effective they are. Your first two different luxuries are worth 1 happy face each. The second 2 different luxuries are each worth 2 happy faces. Your 5th and 6th different luxuries are each worth 3. 7 and 8 are worth 4 happy faces each. So if you have all 8 luxuries you're in nice shape.
 
If you don't have a Marketplace in your city, you only get one happy face per different type of luxury. After you build a marketplace you get the nice little pyramid shirleyrocks was talking about. You max out at 20 smileys if you have all 8.
