Right now I am playing on emperor and have four luxuries (maybe three because I might not be able to hold one). I was wondering, how much should my luxury tax be and how much should it be for X number of luxes?
Naturally, it depends on how many unhappy citizens you have (which depends on how big your cities are, whether you're at war, if you have marketplaces, if you've recently drafted on a mass scale, or whipped... etc.).
In essence, it should not be over 50%, I'd think.
If it's just a few cities that keep going into disorder, use specialists instead.
Assuming you have a market up and 4 luxes, you would need 5 more happy or content faces to keep a size 12 city from rioting:
1 (born content) + 6 (happy from luxes [amplified]) + X = 12
==> X = 5
As a guesstimate that would mean about 20 or 30 % lux in a properly roaded empire under the Republic.
Assuming you have a market up and 5 luxes, you would need 2 more happy or content faces to keep a size 12 city from rioting:
1 (born content) + 9 (happy from luxes [amplified]) + X = 12
==> X = 2
10% should do. (What would be truly awesome in this case is the aquisition of JS Bach's)

1 (born content) + 12 (happy from luxes [amplified]) + X = 12
==> X = -1
No lux tax required.
It depends on what you want to get out of the lux tax. If you want to trigger WLK, you need to spend enough to get all pop happy. If you want to just keep from having riots, drop it to that point.
Just check F1 to see what they are doing and slide accordingly. You can consider making markets if you have at least 3 lux, but that may not be a good plan in all places.
I usually slap mine on 30% just to get rid of those pissed off citizens, but if you can afford it, go until your whole Empire is in "We Love the ___ Day". I don't recommend doing it but it would be fun to see all those fireworks . . .

There's another good reason you might want to get all of your citizens happy: score.
Happy citizens count as 2 times as many points as content and specialist citizens do.
