Made a mod. It works for me, but not for this other guy

This mod works fine for me, but not for that guy in the mod comments. Does someone know why this could be? Both of us have all other mods disabled while trying.

I don't really mean to "advertise" the mod, but if you guys don't know what could be the problem, then it would be appreciated if you could give the mod a try and report if it works for you, or not.

ok so I believe the problem was due to a conflict between the mod and the australia dlc. should be ok now.
