I know it's too late for this but...
It would be really cool if you would have three layers of civilization, not just one (nation).
1. ethnic group (nationality)
2. religious group (belief)
3. cultural group
4. economic group
Many times these groups overlap but not necessarily.
Cities would join in larger groups of either of the three for mutual interest. The neighboing city has harbor, we have gems to trade. Lets make a union. Or they could be forced by arms just like in civ3.
This way it would be easy to persuade "the christian world" to go to war against the "muslim" or vice versa, or make all french to put an embargo vs. the german nations. etc.
Also, this way you could choose to be a religious, cultural, economic or national leader at the beginning of game. Different "production" and diplomacy for each group. As a religious leader you could "persuade" the zulu and French leaders to build units for you. And hire Isaac Newton to make research for you. And prosecute Copernicus for heresy (opponent of Newton in civ 4) KEWL
Or they could ask you to build missionaries for them and explore new lands, new civilizations... space... the final frontier... LOL

EDIT: maybe then it would not be CIV anymore but who knows... I feel that this way the game is just too nazistic: "Ein volk, ein reich, ein fuhrer" (one nation, one state, one leader).
