Make it take longer to build settlers?

I know there's an option to stop building settlers all together, but I think it would be fun to have an option to make settlers take 4x longer to build (or possibly even making each additional city you build take even longer to build). the desire is to stop the easy expansion and focus on existing cities and conquering others. This would also stop some of the end game lag where there's so many cities out there the game slows down.

Could this be done?

there's actually a modmod out that makes you pay to found a city... Price starts out low, but rapidly rises to 54k by your 10th city.
