Make Peace and Declare War Trade Options Display Unmet Civs

Does anyone know of a mod or work around for this? Because it has been ages and is still not fixed!

I hate knowing everyone in the game, especially Civs over an ocean! But sometimes you have got to bribe Shaka to war to keep him off your back
