Make prospector available to all civs

Is anyone able to make a mod where the prospector is available to all civs, and perhaps give the americans a different speciality? With the max city size, there's so many resources just slightly out of sight going wasted in modern era...

A quick and dirty one would be just removing the american requirement. It would need some text adjustments, and maybe they could have a variation with extra charges and cheaper?
 
do I have the unit for you… it’s called the settler & it can claim multiple tiles in a pop

real talk though, with the town/city system crappy little fishing towns that grab a resource or two are super useful.

otherwise, merchants are still far more efficient than prospectors

Yeah, but with city caps and the fact that you can't settle on resources, you can't always do this (I'm looking at you, one-tile peninsulas outside of my capital). Also, any way to prevent the AI from making some of the worst cities imaginable should be available ...

I think this definitely should be a mod, that or bring back Strategic Forts mod from civ 6 later when the game gets its modding tools...
