Making it so Civs can only found 1 religion.

Any idea how this is done? In XML (hopefully) or python or not at all?

In python, block the founding tech if the civ has a holy city. You would have to make sure the founding tech wasn't used for anything else (ie: it wasnt requied for later techs).

Alternativly you could pull the religion granting techs out of the tech tree and just grant them when events occur, and make sure no civ can get 2 religion granting events.
