Making Puppet Cities Smarter

After watching one of my puppet cities build a Barracks, then an Armory, and finally a Forge, I'd really like a way to prevent puppet cities from building buildings they can't use. I've looked through the XML, and I can't find anything that would allow me to do this. The Lua code all seems to relate to map scripts. Do I need to wait for the source to be released (if so, is there an ETA on this), or is there something I'm missing?
 
i think most of the important stuff for city states is hard-coded... its in the source.
 
I'm not referring to city states, I'm referring to cities that you've conquered and chosen to make puppets. I could make it work by setting Barracks-type buildings to be unbuildable by puppets, or by making it so the puppet AI never builds that kind of building, but I can't find a way to do either. I suppose as a last resort I could disable the buildings entirely (I find they're rarely worth building in any case), but I'd prefer not to.
