mammoth raider vs dragon bug?

Can mammoth raiders attack the dragon?

I have a nasty stack of about ten mammoth raiders heavily promoted but none of them can attack the dragon!

Why is that? They can defend but attack isn't available.

False alarm.

Mr. dragon was attacking the city from the frozen coast so mammoth raiders couldn't get on it.

It is actually too easy to kill it, just some archers for barrage and only two shock 2 assassins to slay the beast.
