This question comes from my own experiences, also inspired by SirPleb's Sid (Iroquios game). In this game, shouldn't 90% of his cities at end game be totally corrupt? I am playing a game on large map and it is pointless to build more cities (even though there is land) because of corruption. I am Republic w/ FP & 20 ciites.
 
But Pleb didn't have production to worry about late in that game. ;)
 
therefore all the corrupt cities were just used as territory fillers and bits of gpt generation.
 
Food is never corrupted, and specialist transform food into other stuff that is also not affected by corruption, so you can still manage, but its a bit more painful.
 
20 cities isn't that many, you should still be able to build productive cities.
 
If you get the city big enough, irrigating about everything, you can turn extra pop into Civil Engineers and/or policemen. The CEs will add two shields per turn to a non-unit being built in the city, and the policeman will lower corruption. So it's a way to make an outlying city become partially productive, if you don't want to change to communism then change back.

Me, I usually have enough gold to rush what I need, so I've managed to stay out of communism most of my Civ3 'career'.
 
the use of courthouses/police station along with forbidden Palace should be enough to offset your corruption.

If you need to move your capitol and have a leader to rush it or can abandon your capitol that may also help. In one game I doubled my empires size and added many corrupt cities. I built a forbidden palace in my 2nd city and moved my capitol to the largest city in the center of my empire. Instead of rush building for 9 cities I just rush built a Palace once and 50% of my empire became extremely productive and with the gpt created it paid for itself in a dozen or 2 turns.
 
I just let them build wealth, and irrigate the surrounding area. I then rely on the specialists.
 
I have an absolutely enormous empire :) and i never worry about corruption because of my govenor, I havn't had corruption or most bad things ever!! :)
 
With courthouses, your max C rate is 80%. So you'll still get 20% in each city, regardless of the FP.

Communism's good up to over 4x the OCN! Large map, Regent, OCN is around 30. That means you can have nearly 100 cities before it gets real bad (including distance corruption)...
 
I usually revolt to Communism if I had a rough time managing advance research and money as Monarchy.
