Map & Contact trading

Searched around (admittedly, not that much) but I couldn't find a satisfactory answer: why is there no map/contact trading in conquests? Is there a way to enable it? Was it removed for "balance" reasons?

Moved back to Printing Press (contact trading) and Navigation (map trading) to extend the exploration phase longer. One of my favorite changes in C3C, actually. It's still there, but it's not quite so early.
