Map-making?

This is probably really noobish and has probably been posted b4. If so, please link it.

ANYWAY, I think I have a pretty good idea for a map. I just want to place the terrain, resources, and start locations, so the game begins like a normal civ game, with no cities or anything. No random scripting or anything. In other words, a pre-made map. How would I go about this?
