So recently I started doing a year 1799 Europe map (French Revolution and Empire) and I've come to Poland and Austria. It's built in the (relatively bad) Civ 5 SDK. I need help about their "city edition mechanics".
Poland as you may know didn't exist because it was a part of Prussia, however Napoleon liberated it. My first question is then how do you create already conquered cities that can be liberated ? Obviously I tried puppet and occupied but the city just get instantly annexed on conquest. It's the same for Venice.
Also, Austrian Empire has also multiple city states integrated, like Prag, Budapest, without talking about the Ottomans with Belgrad, Sofia, Bucarest and the Greeks. The second question then is can you also do it with city states ?
The point is to have cities that are completely integrated into their Empire (you can produce, get money etc... and got his territory) while they can be returned when they are conquered (like Poland when France takes Warsaw).
The only solution I have is to set their colors to the same as the Empire that possess them and activate every diplomatic and influence feature to have the strongest relationship, but the new problem is that they do not produce units and any culture, science and gold for the Empire and takes some of its territory (then the global map is ugly). I can also put their territory into the Empires but then the city is just on tile and there is not point in taking it because it won't give territory or production.
