Mapstat...Domination...?

I just won by my first Domination victory...but without any utility to tell me if I was close on population or anything. But I heard about Mapstat telling you how close you are to Domination...my question is where can you get this wonderful utility? I just about went insane on the last game because I had SO much land, but wasn't sure what else to do...nuke India to reduce city sizes and get the win or take over more land?

PS: Is it legal to use Mapstat on GOTMs?
 
Yes, Mapstat is legal in GOTMs.

Technically, I think you are not supposed to use Mapstat in the games until you can view the world map and visually see your opponents. The data on other civs, includes a disclaimer warning that reminds you of this feature.
 
Mapstat can be found in the utilities forum. Mapstat tells you how many tiles you need for domination.

I never heard of a population requirement, only that in PTW, you will need 2/3 of the world's pop in addition to 2/3 of the land.
 
The pop requirement is built in to Civ3 as well, its just that you may not notice it under many conditions because you often will have 2/3rds of the pop just as a default under standard game conditions.

The pop requirement is stated in civspeak on page 153 of the game manual where it says "if you have the vast majority of the world's land and population within your borders then your domination is assured."

The victory condition is not very well (read this as "innaccurately) documented in the civilopedia.

You have to meet both the land and pop point tests in order trigger domination.

In GOTM8, I was over the land domination limit for something like 8 turns before I finally killed off or captured enough of the rest of the world's population to trigger the win.
 
The pop requirement generally affects only players like me who delay building hospitals as long as possible.
