Marines should only be able to do amphibious attacks

I don't know if this correct,but in civ3 this wasn't possible.
I did an amphibious assault with marines from transporters
and they all died,but I had also a few gunships and modern armor.
All units were able to attack the coastal city from the transport unit.
No landing.Only marines should or units with amphibious ability should
be able to attack a city from the sea.
 
I wouldn't say so. Look at D-Day, the biggest and most well known amphibious operation ever undertook. The majority of those men were just infantry soldiers, with a smattering of engineers thrown in, and special forces groups like the marines being given specialized tasks such as disarming selected strong points.

The marines are trained for ampib, and so recieve no penalty for it, which makes sense.

Minor correction. While the U.K. Royal Marines were there, there were no U.S. Marines on the beach at Normandy. A few assigned to ships detachment were offshore and there was even one ships' detachment that almost made it to Pointe du Hoc to help out the Rangers, but the ship's C.O. recalled them at the last moment.
 
That limitation resulted in some very silly situations in Civ 3 with small islands that couldn't be captured before the invention of Amphibious warfare. As a result any unit in Civ 4 can attack from the sea, but at a 50% penalty. Marines, and any units with the amphibious attack promotion can attack without penalties. This seems a fair system as it is in practice extremely difficult to take a city by amphibious assault without marines, unless your technology or strength of numbers is much higher than that of the defenders.
