I've been reading alot of old posts and read somewhere (can't remember now) about a tactic where you just keep building loads of cities every other few squares until you have covered the map. I presume you don't actually develop the cities like you normally would as it seems more of a conquest based strategy. I would like to know more if anyone knows what Im talking about because im not sure I know!
 
I think what you're referring to is the Infinite City Sleaze (ICS).

Here is the definition from starlifter's "Common Civ2 terms" thread.


ICS - Infinite City Sleaze... a strategy of using lots of very small cities, usually places close together. This can exploit several game weaknesses. Generally not though of as a cheat, though many "look down" on it.
 
What kind of weaknesses? How does it actually work as a strategy? What does it achieve?
 
I put some thoughts in your ICS query thread. Additional items can include: Proximity to your capital to reduce waste & corruption, and the ability to set your cities to a no-brainer level of activity: place the city on a grassland (two foods, one shield, one arrow), place first citizen in a tree (add one food & two shields), see slow growth. When growth arrives at size two, place second citizen in the water, see one food & two arrows & growth stops. Net production for a size two city -- three shields, three arrows, low chance of disruption -- build horsemen to search & conquer. :cool:
