Massacre/Revolt

When a city is ready to flip to a different civilization, but theres a large amount of units garissoned there, instead of flipping the units should either have a chance of being damaged (due to revolts/riots) or the population should drop (due to massacres). This would solve the major complaints regarding culture flipping.
 
I'm 100% behind you on this one, Brian, and have felt that way since day one!! Garrisoned units should play some part in determining IF a city flips, but the strength and number of units should determine what happens when a city flips!
Garrison no.*avg. garrison strngth*avg experience/Population no. should be a basic formula to determine population losses, and how many units are lost/damaged before being expelled to the nearest friendly city!! A few additional factors in calculating this should be whether the Civ is militaristic/expansionist, the presence of baracks, and the no. of foreign nationals in the city at the time of the flip!!
