So here I'd like to post me some civilization Ideas, and see what you guys think about them, as well as the potential balance worries behind my upcoming conceptualized civilizations.

Mithridates VI Eupator's Basileia tou Pontou - CHOSEN AS NEXT PROJECT

Mithridates's Pontos is a conquest-oriented civilization, utilizing barbarians and city-states to gain an edge.
Spoiler Unique Components :

Proposed UA - Champion of Anatolia
  • City-States at least friendly to Pontos within 10 tile's distance from either a Pontic City or a Pontic General grants Pontos a military unit when Pontos enters war.
  • Pontic Great Generals spending a turn within the boundary of a city-state increases influence with the City-State by 40. This is triggered only once per Great General.
  • First 3 Citadels grant the nearest Pontic city access to special units available only to Pontos.

Proposed UU - Thureophoroi:
  • Replaces Spearmen.
  • Slightly more expensive
  • Has +1 Movement and double Flanking bonus.
Proposed UB - Mithraion:
  • Replaces Temple.
  • Costs only 1 Maintenance.
  • Grants a city 2 Culture and 10 Experience to trained units if built on a city settled by Pontos.
  • Grants 1 Local Happiness and Faith if built on a captured city.


Kirima Sharo's Fleur de Lapin - RELEASED
A civilization based on expansion and wide play, Fleur de Lapin's well suited to Liberty play.
Spoiler Unique Components :

Proposed UA - Frugal Specialist
  • First building purchases per city are free.
  • Cities working a specialist type receive Great People Points and Yields according to the specialist type.

Proposed UU - Blue Collars
  • Replaces Settlers and Workers.
  • Trained at Settler cost and freezes city growth while under production
  • Inherits both the Settler and Worker's abilities.
  • Ignores Terrain Costs.
  • May build Fishing Boats, work 50% Faster, and provide additional production when clearing Jungles and Forests.

Proposed UB - Scholarship Fund
  • Replaces Bank.
  • Loses the base flat Gold Yield and costs 2 Maintenance instead but retains the Gold multiplier and the Trade route bonus.
  • Merchant slot is replaced by a Scientist slot.
  • Boosts the Great People generation of the city by 25%.


Leukon I's Basileia tou Kimmerikou Bosphorou
A civilization based on growth and trade, the emphasis is on the Bosphoran grain trade

Proposed UA - Fertile Peninsula:
  • Cities gain food whenever a farm is built on its workable radius.
  • Cities with wheat resources convert one such Wheat tile into a Prized Wheat tile, a unique luxury.

Proposed UU - Thureopherontes Toxotai
  • Replaces Composite Bowmen.
  • Has a combat strength of 12/9.
  • Starts with Cover I Promotion.

Proposed UB - Sitoboleion
  • Replaces Granary.
  • Increases the trade route range of both land and sea routes by 25%.
  • Increase Gold yields of Wheat by 1
  • Causes trade routes both incoming and outgoing to generate 2 more Gold.


Kallipolis under the rule of Basileus Philosophos
A semi-OCC civilization that runs entirely on Great People.
Spoiler Unique Components :

Proposed UA - Idealist Politics:
  • Cannot train Settlers, but can annex cities. However, Collective Rule will instead give the Polymath Great Person rather than a Settler.
  • Great Peoples generate 100% Faster. When a Great Person is generated, there is a 66% chance that it will be a Polymath, while 33% of the time it may be a Great Person of the same class that is unique to another civilization, unless there aren't any Unique Great Person of the said class which in case it will be a Polymath.
  • +1 Yield for all specialists, and +3 Yield for all Great People Improvements.

Proposed UU - Polymath
  • Replaces All Great People, although for database purposes it will replace Great Scientist.
  • Has the one-time abilities of all default Great People, but 25% Stronger.
  • May build any Great People Improvements.

Proposed UB - Akademia
  • Replaces National College.
  • 3 Scientist Slots
  • Causes all Specialists to yield 1 Culture.


Shambali Monastery led by Zenyatta - RELEASED
A religious civilization with a militaristic benefit, Shambali Monastery is well-suited towards aggressive usage of religion, particularly the religious units.
Spoiler Unique Components :

Proposed UA - Enlightenment
  • May choose a Reformation Belief immediately after founding a religion.
  • Religious Reformation Policy instead Strengthens Holy Sites, converting them into a unique Holy Site that provides increased Faith and Culture as era passes.
Proposed UB - Communal Monastery
  • Replaces Gardens.
  • Provides 2 Faith and Science.
  • Missionaries purchased by the city gains the Special "Orb of Harmony" Promotion, granting adjacent allied units increased healing, while causing military unit stacked with the unit March Promotion.
  • Inquisitors purchased by the city gains the Special "Orb of Discord" Promotion, reducing adjacent enemy units' combat strength, while also reducing healing rate of an random adjacent enemy unit.
Proposed UU - Shambali Omnic Monk
  • A unique unit available only to the Shambali Monastery, the unit must be purchased with Faith and is unlocked after Theology.
  • Combat Strength scales with Era, and receives bonuses from Faith output of the empire.
  • Gains charges when spending a turn not moving at all, for a maximum of 4 charges. For each charge, the Monk unit gains 25% Attack Strength. This charge is lost when the Monk attacks.


Moriya Kingdom led by Moriya Suwako
A growth civilization with a religious bent, the Moriya uses native faith to enhance growth, while not shirking from foreign religions.
Spoiler Unique Components :

Proposed UA - Native Faith
  • +1 Faith to Oases, Swamps, and Lakes.
  • Foreign religions with at least 1 Follower in a city grants 1 Local Happiness. Foreign religions that are the majority religion in any Moriya cities grant Moriya Kingdom 3 Global Happiness.
Proposed UB - Mishaguji Shrine
  • Replaces Shrine.
  • Provides 1 Faith and 1 Culture.
  • Grants Food output equal to the faith output of the city. However, food output from this effect is capped by followers of your religion/pantheon.
Proposed UU - Ironarm Warrior
  • Replaces Spearman.
  • Gains faith when killing a unit.
  • Gains a special promotion if trained in a city with Iron developed.


Wadiya led by Aladeen
A tightly controlled civilization, Wadiya involves a patriotic steady push against its enemies, symbolized by its effigies to its Admiral General.

Proposed UA - Admiral General Aladeen
  • Spy effectiveness is reduced by 50% in all cities.
  • 20% Combat Bonus when fighting within 2 tile radius of an Aladeen Idol.
Proposed UI - Aladeen Idol
  • Unlocked at Construction.
  • +1 Production and Culture.
  • +1 Culture for each adjacent Aladeen Idol
  • Costs 1 Maintenance.
Proposed UU - Beauty Guard
  • Cannot be trained normally.
  • Granted for free every time Aladeen enters a Golden Age.
  • Fights more effectively near the Capital.
  • +2 Local Happiness when garrisoning a city.


House Harkonnen led by Vladimir Harkonnen - RELEASED
A ruthless house, the Harkonnen are driven by its exploitative system of slaves and low wages to maximize their profit. To back it up, the Harkonnen have slow but tough armor divisions that will lay waste to its enemies.

Proposed UA - Calculated Brutality
  • +1 Production towards all Luxury Resources.
  • Capturing a city grants a Slave unit, triggered once per city.
Proposed UU - Devastator
  • Replaces the Tank.
  • Available at Nuclear Fission, and does not go obsolete.
  • -2 Movements, but ignores Terrain Costs.
  • 95 Combat Strength, and +25% Combat Strength when attacking.
Proposed UB - Slave Quarters
  • Replaces Workshop.
  • Grants a free Slave Worker when produced.
  • Slave Workers work 100% Faster, but can only improve tiles 4 times before it disbands.

I like the first design. The others... not so much.
 
What do you like about Pontos that isn't in the other civilization?

Is it that you prefer the military civs over the development civs?
 
I think it's more that Pontos is more fleshed out than the other 3. I really do like your design for Pontos because its unique are well balancee (Though in my opinion there should be a way to earn City-State influence since it's a part of your design). The others feel like...they're missing something.

While my concept for Pontos has slightly changed
  • City-States at least friendly to Pontos in the same continent grant Pontos military units when Pontos enters war is changed to City-States at least friendly to Pontos near either a Pontic city or General
I suppose Pontos is the most balanced of the bunch, especially since Fleur de Lapin turned out to be much much stronger than I've anticipated.
 
So I'm a bit conflicted on how to implement Pontos's UA.

The main thing I want is to have Pontos be a city-state oriented military civilization similar to but distinct from Hellas, and I've settled on the first part of the UA, which is
  • City-States at least friendly to Pontos within 10 tiles' distance from either a Pontic City or a Pontic General grants Pontos a military unit when Pontos enters war.
On the other hand, I want Pontos to have active bonuses to interacting with City-States unlike the Hellas' passive bonus, while still having a method of accessing unique unlockable units to reflect Pontic diversity ranging from the Galatoi to the Bosphorans. So I have drafted several ideas, and would like your feedbacks for them.

The Old Plan
  • First 3 Barbarian Camps destroyed grant special settlers, and cities founded by these settlers unlock unique units.
Problem with this plan is that as Ajsieg noted, the bonus doesn't have synergies towards the main bonus. I could modify it so that destroying Barbarian Camps causes Pontos to gain nearby city-states, making Barbarian Camps much more reliable sources of Influence for Pontos than other civilizations.

The Current Plan
  • Pontic Great Generals spending a turn within the boundary of a city-state increases influence with the City-State by 40. This is triggered only once per Great General.
  • First 3 Citadels grant the nearest Pontic city access to special units available only to Pontos.
This one's problem is the Citadel part: planting Citadel is usually not recommended outside border cities since Citadels yield nothing without mods, and it feels kind of clunky to just shove citadel bonus just to unlock new units.

The Alternate Plan
  • Pontic Great Generals may plant Citadels in City-State Territories. Citadels planted inside City-State territories do not culture bomb the land, but instead grants Pontos X (probably 80-120) Influence with the said City-State while causing the City-State to provide some military bonus to Pontos, such as units, experience, promotions, etc.
  • Destroying X Barbarian Camps unlock unique units.
 
And now that I have finally gotten the drive to work on Pontos, I have also finalized the UA.
  • City-States at least friendly to Pontos within 10 tile's distance from either a Pontic City or a Pontic General grants Pontos a military unit when Pontos enters war.
  • Pontic Generals may plant a special Improvement in City-State Territory, which grants Pontos access to the nearest civilization's Unique Military Unit(s), or a random one if Pontos has already unlocked its unit, the civilization has no unique military units, or if another unique unit of the same class has been unlocked (e.g. Hoplitai unlocked but next citadel unlocks Immortals)
What do you guys think?
