max number of tiles/city?

Is there a maximum number of tiles that population of city can work on? I'm still relatively new to the game, so I haven't seen any city yet that had those white circles enclosed in a grid much larger than about 6x6 about a city. (ie maximum
# of tiles in radius is about 3?)

Twenty tiles, plus the tile the city is on.
