Maximum Number of Armies

I'm playing Civ III Conquests v. 1.22. I've got my most productive city doing nothing but cranking out armies, but after I built my tenth army the game wouldn't let me build any more. Is ten the limit?

You are only allowed 1 army for every 4 cities.

That explains it! I have 43 cities. (So I guess it rounds down.)
