Maximum population in Civ II bug

I always thought this was 320,000,000.
In latest game I played, it was 320,000,000 from 1990 through 2018.
Then in 2019 it suddenly went to 5,020,000.
Seems odd. Didn't have any knock on effects with final score of 15002 and 1950% on Deity Level!!!

It doesn't affect your score, but it makes your powergraph look pretty screwy. You can reach 320 mil again, by the way--if you have enough turns and room to grow.
