I'm not sure if this is a bug or intended.
We know this change from the previous patch.
"In UI for national wonders that have a prereq building, don't list each individual city that needs the building if the prereq doesn't have to be in EVERY city in the empire. Instead just continue to show the count."
But I feel this makes the game more confusing.
In my game, I have to build a library in New York for national college. No other choice.
I have two more cities but those are puppet cities, which are not counted as prereq.
UI still say I must have built libaray in ALL cities.
But UI does not tell me where I should build library.
I think this is some logical error which was not intended.
