Mediterranean Map - How Should I Play?

Hi everyone. I'm a new user in the forum. First of all, sorry for my bad english.

I've set up a game with Mediterranean map, Persians, domination victory. There're 10 civilizations and 20 city states. However there're large vacancies/gaps/spaces (?) in map and no war is happening for long turns. Lots of barbarians are attacking from everywhere. They're annoying. I've to deal with them, continously.

Have you ever played in this map? Which strategy should I play with?

That is a massive map. You need to start with more civs and CSs to create the needed crowding.

Oh, it hasn't come to my mind. So I should add more civs to game. Ok, thanks.
