Either they Forage (Take food from a tile for a few turns), Recruit (Take food from a city), Or Pillage (Gold from Pillage) in ancient times. Or just pick up enemy weapons.

Then you need supply lines to greatest hammer city. (to above)
 
You have to explain. Why? Why is it necessary to burden the player with two forms of unit upkeep instead of one? It sounds like you are just trying to frustrate the players.

I am trying to offer the player more directions of variation, more options for choice, finer-grained control, more precision in crafting a strategy and adapting it to circumstances.

I don't, in general, see any way to add meaningful power, subtlety and flexibility without adding layers of complexity. The difference between Civ 4 and the Civ 5 I would like to see is the difference between programming in BASIC and programming in perl.
 
Maybe have one form really camuflaged, and only accessable to MM freaks, but if you ignore it the world won't fall down.
 
You can have any size city in Civ4. If you play a game long enough and focus on merchants, you can put great merchants in your super city, each for +1 food. Then there's the corporations.

That does a lot a of great merchants. :) Personnaly i won't generate great merchants only for the sake of city size realism. :crazyeye:

Cereal Mills can turn Corn, Rice, and Wheat into more Food; Sid's Sushi Co can turn Clams, Crabs, Fish, and Rice into more Food.
