Hitting a city with a single nuke weakens its defence forces considerably, but they're still alive.
To double nuke the same spots automatically kills every single troop located there.

Right. There is no synergistic effect to using them all at once or sequentially, which is what we were concerned about earlier (and by earlier, I mean years ago).
