meiji restoration achievement failing to trigger

i have been trying to get the meiji restoration achievement, but i don't. I have a district with 6 adjacent unpillaged districts, as requested by the condition, but i don't get the achievement. I am playing on island plates, huge,, deity difficulty, information era start, the district in question is a holy site surrounded by 2 commercial hubs, 1 industrial zone, one entertainement comples, one campus and one theater. A couple of those districts belong to another city, maybe that's what cause the failed triggering? Suspecting that, I made two more districts, an aqueduct and a spaceport, so that now a commercial hub is surrounded all by districts of the same city, including the city center which maybe does not count, because the condition still has not been triggered. Can someone explain me if it is a bug or if I am doing something wrong?

In case I am doing something wrong, it is not strictly a bug, but they should at least change the achievement description

I remember reading you have to place the district in the middle last to trigger it.

ah, damnit! it's the least natural way to do it, since the districtin the middle will start to get some good bonuses from early on, so you want it placed early. ok, now that I know the problem I will manage. thanks
