Hello,
I was reading some stuff about Nuclear in India, and the AIEA came back to my mind...
That entity really important in a world, to watch WHO is doing nuclear... and HOW...
That entity who send specialist to analyse isntallation of countries...
(and we know how important it can be since Irak)
Maybe it could be a wonder, built... and the one who earn it on his country can be ask, as for ONU to make mission on a coutnry, send expert...
then the targeted civilizacion could be ask if the expert have full access...
or try to hide some things... with % of success, or be revealed worldwide as a dangerous nation trying to hide things...
like "how many power plant" or "how many nuclear nukes (missiles)" owned...
could be funny...
by the way, could we allow construction of Nukes ONLY after having built like 4-5 nuclear plant... time to show we own EXPERIENCE !! in this domain
could a Nuke hit on a city make change a civilization diplomacy to stop a war, or become a vassal..?? (like Japan did in 1945!!)
(if the other civilization doesn't have it's own nukes to answer... for sure! and feel soooo week towards you!!
