Mercenaries + Mines of Gal-Dur

Mercenaries should have a limited life span, like summoned units, except longer than 1-3 turns. After all, you're just hiring the mercenaries for a campaign, not for life service.

There should also be a limit of how many mercs you can hire per city per turn.

This. How can I implement this? 10 turns seems to be a good length of time. I would also like to change the hire cost to 240 instead of 120, as I often hire a stack of mercenaries with every city I take for defense, and would like to make this more difficult.

Has anyone ever seen the AI using mercenaries aggressively?
