Mercenaries

Make it possible to hire mercenaries as was very common during the ancient and up until late medieval times.

Exactly how this could be done I'm uncertain of, but you should be able to recruit them from barbarians and other civilizations without diplomatic negotiations.

They should be hired for a certain number of turns, after this they will be disbanded or you have to pay them again.

This way a smaller civilization could deploy large armies if they had a strong economy. The Romans made use of a lot of mercenary forces in almost all their campaigns. They often hired mercenaries from the very same culture they were fighting.

it could be done through a diplomatic request. You could put out a bid, and all the countries which want to offer troops for mercenaries could offer. Then you would choose which you accept.

Mercenaries could be temporary or permanent, dependening on agreement.
