Not sure if this feature had been suggested, and after a quick search, doesn't seems to be... so here goes:
For years, before the contact of West (e.g. Europe) and East (e.g. China), the country in the middle (e.g. Turkey) played an important role in trading the goods to and fro these two regions, and in the process, making lots of money...
In game term, perhaps if Civ A is in contact with both Civ B (whom has surplus luxury B) and Civ C (whom had surplus luxury C), and neither Civ B and Civ C are in contact with each other, then Civ A can play the advantage of being the middle man in importing importing luxury B and sell it to Civ C or importing luxury C and sell it to Civ B, and making profits in return...
And even in late games, the strategy can still be useful provided your civ is economic strong enough. For example, you can even buy all the surplus of a specific strategic resouces from the world (e.g. oil) and in return prevents your opponent whom happen to lack that resource from buying it, and hence gaining an upper hand in combat...
And all this could easily be done by allowing a civilisation to import more than 1 luxury/resource good of the same kind....
