Power is all important in Civilization and 'Might is right'. Barbarian hordes can be slaughtered with guilt-free reckless abandon. Power is expressed through wonders of the world and large projects. Elites (us) lord their power over docile populations who sweat in factories and fields only to be sent, as a reward, into wastful and whimsical wars.
