Might Virture - Liberation Army

When conquering an enemy outpost (and having the Liberation virtue) I cannot get the free outpost in its place to pop.

Liberation Army text: "After conquering an enemy Outpost, automatically found an Outpost of your own in its place"

I tried this with both enemy outposts and neutral outposts.

For the enemy outpost I chose the virtue while the attack was underway.

I will post a save game later (when I get home from work )

Neutral outposts -> There's no such thing, they're stations.

I didn't have the virtue when I began the siege but I had it when I finally captured the city.

Can you please provide a save prior to taking the outpost?

I was conquering a station not an enemy outpost it seems... This may be W.A.D.
